Two sources, two geographies

According to the United Nations, 2.10 million people born in the DRC were living abroad in mid-2024, mostly in neighbouring countries. On 22 October 2026, we asked Meta's advertising interface how many Facebook and Instagram users who "lived in the DRC" reside in 25 countries, by sex and age (18 and over), a total of 300 queries. The two sources name the same main destinations, but not in the same order (Figure 1). The United Nations ranks Uganda first (637,206 people), Meta ranks Angola first (212,200 adults), ahead of France (147,800) and the United States (105,000).

How to read: the thickest blue arc, towards Uganda, represents 637,206 people born in the DRC according to the United Nations. Towards Angola, Meta's plum arc (212,200 adults) is thicker than the UN's blue arc (93,210 people).

Highly uneven coverage

In the 17 countries where both sources are available, Meta counts 49% of the United Nations figure. It exceeds it in Europe (116%) and North America (145%), but sees only 38% in Africa, and less than 15% in Uganda, Rwanda, South Sudan and the Central African Republic (Figure 3). Two reasons dominate. Congolese refugees, numerous in these countries, rarely use Facebook and are often children, whom Meta does not count. Conversely, Meta includes everyone who has lived in the DRC: in Angola, former Angolan refugees who returned home; in Italy (6.8 times the UN estimate) or Belgium, expatriates who lived in the Congo.

How to read: in France, Meta counts 147,800 adults who lived in the DRC (between 135,800 and 159,800), against 120,178 people born in the DRC according to the United Nations, a ratio of 1.23. A plum dot to the right of the blue dot means that Meta counts more people than the United Nations.

The two sources are closest in four countries: Sweden (Meta equal to 0.85 times the UN estimate), France (1.23), Canada (1.45) and, in Africa, South Africa (1.59). These countries share three features that make the two measures comparable. Their Congolese diaspora is almost entirely adult and long established: children of migrants born locally are counted neither by the United Nations nor by Meta, so the age difference between the two sources matters little. It lives mostly in cities, with near-universal access to phones and the internet, so Meta sees most of it. Finally, the United Nations can draw on recent censuses or registers based on place of birth. The remaining gap, usually in Meta's favour, probably reflects people who lived in the DRC without being born there (aid workers, children of expatriates, students) and, in South Africa, migrants in an irregular situation who are poorly captured by official statistics. These are the countries where Meta could be used to update diaspora counts between censuses.

Sex and age according to Meta

Sex and age are described with Meta data only. Women make up 49% of adults who lived in the DRC in Europe and North America, but only 40% in Africa, where labour migration is more male and women's digital access is lower (Figure 4). The African diaspora is also much younger: 40% of adults are aged 18 to 29, against 20% in Europe and North America (Figure 5). According to the United Nations, the diaspora has grown 5.3-fold since 1990, following the crises in the east.

Conclusion

Conclusion

Meta measures the connected part of the Congolese diaspora, to which it adds people who lived in the DRC without being born there. It is useful for updating counts in highly connected countries and in countries where the United Nations publishes nothing, such as the United States or the United Kingdom, but it cannot replace refugee statistics and censuses.
